How to get approved in the Renholdsregisteret
Everyone who sells cleaning services in Norway must be approved by the Norwegian Labour Inspection Authority and be listed in the Cleaning Register (renholdsregisteret). This also applies to sole proprietorships without employees. The Norwegian Labour Inspection Authority is clear:

Vaskeladden only allocates assignments to partners approved in Renholdsregisteret. An application under review is not enough to receive assignments from Vaskeladden. This is Vaskeladden's internal partner rule. If you are not yet registered, this page will help you get there.
Who must apply?
All businesses that wholly or partly offer cleaning services must apply, regardless of size:
- limited companies (AS) with employees
- sole proprietorships (ENK) without employees
- businesses that lease out labor for cleaning
If you operate a sole proprietorship without employees, you submit the application without attachments, but you must order an HMS card yourself.
Before you apply
- The business must be registered in the Brønnøysundregistrene (the Norwegian Register of Business Enterprises) with an organization number.
- If you have employees, employment contracts, wages, and insurance must be in place (see next point).
- You log in to Altinn with your business. The application is submitted there.
How to apply
You submit the application through the Altinn form "Application for approval of cleaning business". If you have employees, you must document that you meet the requirements:
- written employment contracts for all groups of employees
- wages according to the regulation on the generalization of collective agreements for cleaning companies (minimum wage for cleaning)
- occupational injury insurance for employees
- agreement on occupational health services
- safety representative or other safety service
- registration in the public registers applicable to the business
Sole proprietorships without employees submit the application without these attachments.
HMS card
Once approved, you order an HMS card for everyone performing cleaning services at hmskort.no. Even self-employed individuals without employees must have an HMS card. The card shows that you operate a legal cleaning business.
Processing time
The Norwegian Labour Inspection Authority normally takes 1–8 weeks to process a complete application. While the application is under review, you cannot receive assignments from Vaskeladden. We open assignments once the business is approved and the remaining documentation is in place.
After you are approved
- Each year, you submit an "Annual report for approved cleaning business" in Altinn. Every three years, you re-submit documentation.
- Keep your information updated if anything changes in your business.
- If you do not submit the annual report, you may lose your approval.

You can look up your business at any time and check its status in the Norwegian Labour Inspection Authority's register.
